LONDON, Nov 14 (Reuters) – India would be among the countries most at risk if Russia refuses to sell capped crude oil under proposed sanctions to be imposed by the United States and the European Union .

In 2021, India was the world’s third largest crude oil importer (214 million tons) after China (526 million tons) and the United States (305 million tons) (“Statistical overview of world energy“, BP, 2022).
